At this point, it seems clear that there was a breakdown in response to Katrina on the local, state, and federal levels.Mayor Nogin
should have had a plan to get more people out in buses. Senator Landrieu
should have forced out the National Guard immediately. This
does not excuse the President and FEMA.It is interesting to see Republican apologists for the entire Bush Regime lumbering into action, at once denying the "Blame Game", while blaming everyone else but themselves.
