Hydrogen from Oil

When Dubya proposed incentives for producing hydrogen powered cars, I thought this sounded strangely out of character for an oil man. I naturally assumed that we had ways of getting hydrogen fuel from water, something which we still have in rather large, accessible quantities. But no, Bush actually expects to crack petroleum to get the hydrogen ! It seems to me that Bush hydrogen cars would place greater demands, greater needs for oil than we have now.
