In his investigation of the NOLA disaster, Bob Harris learned that the Feds initially called for a state of emergency in the parishes marked in red:

Maybe they should have watched the Weather Channel to learn that Katrina was going to hit the coast. Edit: When I went to provide a link to the White house site, I found that this map had been removed, nowhere to be found. On further perusal I did realize that the map was made by Bob Harris of the parishes listed in the link.
