Appropriations for Hurricane Relief

Just like the Patriot Act, once again Republicans expect everyone to vote on a bill that no Democrat has seen.Would Tom Delay vote for a bill he hasn't seen ? I don't think so. Is this even the most rudimentary parliamentary procedure? Of course not. This is government by Hammer.
